National Portfolio Organisations and touring
To protect and strengthen the touring infrastructure, we have allocated Lottery funds to our National Portfolio to support touring.
Lottery funds come with particular requirements for their use and accounting. We have endeavoured to make these requirements as straightforward as possible and we ask for your co-operation with two conditions:
- Display the correct logo on your promotional material, acknowledging Lottery funding - see below for guidelines.
- Supply a straight forward pro forma with your touring expenditure in October every year (required to demonstrate that the funds were used for their intended purpose). Download the template >

As part of the annual feedback process National Portfolio Organisations will be rated on their contribution to the Creative Case for Diversity based on the activity they have carried out during 2016/17.
We have developed guidance that outlines the evidence we use to apply these ratings.
The ratings guidance is based wholly on the Creative Case for Diversity rating prompts that are in the Relationship framework.

Artistic and quality assessments provide a fair, robust and transparent platform for discussions about the quality of work produced by National Portfolio Organisations.
What is an assessment?
The assessor's role is to experience the work of our funded organisations and to write a report assessing the quality of that work. Assessors come from a range of backgrounds, including artists, arts managers, journalists, academics, museum specialists and others (download their biographies below).
Assessments cover many areas of the work we fund:
- Work produced in-house by National Portfolio Organisations
- Work hosted by National Portfolio Organisations, but created by an external organisation or artist
- Participatory work by National Portfolio Organisations
- The work of Major Partner Museums
How do you use the assessment data?
Within the Arts Council, we use the assessment data for two purposes:
1. To develop a broader evidence base to inform funding decisions
2. To report on how we're meeting Goal 1 of our mission: "Excellence is thriving and celebrated in the arts, museums and libraries"
Assessments are also shared with the arts organisations - they may provide a useful context for their own conversations about quality.

Equality and diversity
We are interested in the artistic aspect of equality and diversity described as the Creative Case. This is the recognition that artistic and cultural excellence relies on the richness and innovation that diversity brings. As part of our funding agreements, we ask our National Portfolio Organisations, Major Partner Museums and Museum development providers to develop and utilise an equality action plan.
All Major Partner Museums and the 25 arts organisations that receive the highest funding levels are required to report in their Annual Survey a representative sample of audiences by ethnicity, age, sex and disability status. While this is optional for all other National Portfolio Organisations, we encourage you to consider it as part of your equality action planning.
If you collect audience surveys via Audience Finder, you can download this information using the ‘Audience Report’ function in the reports section of your dashboard.
We expect all National Portfolio Organisations to pay interns. We have published these guidelines to help clarify the legal obligations of arts organisations offering internships.

Data sharing agreements
If you are a National Portfolio Organisation, your funding agreement requires you to enter into mutually agreed data-sharing agreements with any Arts Council funded organisations that you have partnered with during the term of your funding agreement.
This requirement is intended to ensure that:
- All of our funded organisations are working in partnership, to enable them to put their audience’s needs first and develop audiences for the arts across the sector;
- Audience members are given the opportunity to choose which organisations have access to their data;
- Our funded organisations are supported to act in the best interests of the audience, whilst collecting, storing and sharing data in compliance with data protection law.

With The Audience Agency (and input from the Information Commissioner's Office) we have developed a set of data sharing guidelines for National Portfolio Organisations. These address the majority of the queries and concerns that have been raised about the data sharing requirements.

So that we can monitor progress, in June 2017 we'll request an update from National Portfolio Organisations on data sharing - this will take the form of a short survey. You'll need to complete and return this to your Relationship Manager as part of your July 2017 payment conditions.
The questionnaire will include questions about the data sharing agreements and partnerships you have negotiated with other Arts Council-funded organisations, for both ticketed and non-ticketed events during 2016/17.
If you think you'll struggle to make progress with the data sharing requirements in your funding agreement before June 2017, please discuss this with your Relationship Manager at your next contact meeting.

Data sharing questionnaire 2017
Audience Data Requirements for NPOs and MPMs
If you are a National Portfolio Organisation, your funding agreement requires you to submit audience data to Audience Finder, unless you have an official exemption from its use, for the term of your funding agreement. You will be asked to provide us with an annual Audience Finder Report alongside your Annual Survey in June 2017. This report is available to download from your Audience Finder dashboard.
Instructions about how to do this are here. This must be emailed along with your other annual reporting requirements to firstname.lastname@example.org no later than 5pm on Friday 16 June 2017. Please include the name of your organisation in the subject heading of your email.
If you are unable to provide us with an Audience Finder report because you are exempt, you can complete the audience postcode section of the Annual Survey, if relevant. If you are unable to provide us with an Audience Finder report because you have not submitted data to Audience Finder in 2016/17, you must complete the audience postcode section of the Annual Survey and agree with your Relationship Manager your approach to collecting and submitting data to Audience Finder in 2017/18.
Additional Audience Data Requirements for the 25 NPOs in receipt of the largest investment, and MPMs
If you are one of the 25 funded organisations that receive the most amount of funding from us or a Major Partner Museum, you are also required to submit data on the age, gender, race and disability status of a sample of audiences.
Over 2016/17 you should have been undertaking Audience Finder surveys to collect this data. If you have been doing this, data about the protected characteristics of your audience will be included in the Audience Finder Report that you submit (see above).
If you have not been carrying out Audience Finder surveys over the funding period 2016/17, this information must be submitted to us via an Arts Council England provided template. This must be emailed along with your other annual reporting requirements to email@example.com no later than 5pm on Friday 16 June 2017. Please include the name of your organisation in the subject heading of your email.
If you will be submitting the information in this way for 2016/17, you must agree with your Relationship Manager your approach to collecting and submitting this data via Audience Finder in 2017/18.
